Should You Change the Research Question Because the Ideal Population Is Inaccessible?

An inaccessible population does not automatically mean abandoning your research question. First determine whether the same question can be studied through another route, setting, population, design, or source of evidence without changing what you actually want to know.

01 · The Question

Your research question matters, but the people needed to answer it are out of reach

You may have developed a strong research question only to discover that the ideal participants cannot realistically be recruited. Perhaps the required institution will not provide access, the population is too dispersed, a gatekeeper controls recruitment, or the people you need cannot be reached within your timeline and resources.

At that point, changing the question can feel methodologically backwards. Researchers are usually taught to let the research question determine the method and population, not to rewrite the question simply because another group is easier to recruit.

That principle remains important. Yet feasibility is also part of research design. A scientifically interesting question that cannot be investigated with the evidence you can realistically obtain is not yet a workable study.

The decision is therefore not simply whether to keep or abandon the question. You need to determine how much can change before you are no longer studying the phenomenon you originally intended to investigate.

02 · The Short Answer

Try to preserve the scientific question before changing it

In Brief

You should not automatically change a research question simply because the ideal population is inaccessible. First determine whether the same scientific question can be answered through another legitimate recruitment route, site, source of data, or appropriately comparable population.

If access cannot realistically be solved and the question genuinely requires that inaccessible population, then revising the question may be more defensible than conducting a convenient study that no longer answers it. The crucial issue is whether the proposed change alters the construct, context, population, mechanism, or inference at the center of the original question.

03 · What You Need to Know

Change the recruitment problem before changing the scientific problem, when you can

First identify what the research question actually depends on

Before deciding whether another population can substitute for the ideal one, identify why the original population was chosen.

Was it selected because its members possess the experience being studied? Because the intervention applies specifically to them? Because the theory concerns a particular developmental, occupational, clinical, cultural, or institutional context? Because the phenomenon occurs only under certain conditions?

Those reasons determine how much flexibility you have.

If the population is merely one convenient setting in which a general phenomenon can be observed, another setting may preserve the core question. If membership in that population is conceptually central to the phenomenon, substitution may produce a different study.

Separate the scientific population from your preferred recruitment site

A common source of unnecessary redesign is confusing the population with the site.

Suppose your question concerns the experiences of first-year engineering students using generative AI for programming assignments. You originally planned to recruit from University A, but University A declines access. If comparable first-year engineering students at Universities B and C satisfy the scientific requirements, losing University A may be a site problem rather than a population problem.

Recruitment site The institution, organization, community, platform, or setting through which participants are reached.
Scientific population The people whose characteristics or experiences are relevant to the claims implied by the research question.

Changing sites can sometimes preserve the question almost entirely. Changing the scientific population deserves much closer scrutiny.

Try alternative routes to the same population first

If one recruitment route fails, ask whether the same target population can be reached legitimately elsewhere. Additional institutions, professional organizations, community partners, relevant online spaces, or other appropriate channels may provide access without changing who the study is about.

When the population exists but your current route cannot reach it, the first task is to determine whether the problem belongs to the population itself or merely to your initial recruitment strategy.

This distinction prevents a common overreaction: changing the scientific question because one convenient site said no.

Sometimes the design can change while the underlying question survives

Participant recruitment is not the only possible source of evidence for every research question. Depending on what you are asking, existing datasets, administrative records, documents, archives, publicly available materials, or other sources may sometimes provide relevant evidence.

This possibility must be evaluated against the question itself. A question about participants' lived experiences generally cannot be answered by replacing interviews with administrative records merely because the records are easier to obtain. Conversely, a question about patterns already captured reliably in an existing dataset may not require new participant recruitment at all.

The principle is simple: change the evidence source only when the alternative still measures or illuminates what the question requires.

Substituting a more accessible population can quietly change the study

Suppose your original question asks how emergency-department nurses make decisions when using an AI triage system. You cannot access emergency departments, but nursing students at your institution are easy to recruit.

Nursing students may be interesting participants for another question. They do not automatically substitute for practicing emergency nurses making real clinical decisions. Their professional responsibility, experience, working conditions, exposure to the system, and consequences of decisions differ.

Calling both groups “nurses or future nurses” does not remove those differences.

The central question becomes when using a more accessible population changes the scientific question too much. That judgment should be based on the logic of the study, not simply on recruitment convenience.

Ask what claims the revised sample would permit

A useful way to evaluate a substitution is to work backward from the conclusion you hope to draw.

If you recruit Population B instead of Population A, would you still be justified in making the same substantive claim? Or would you need to rewrite the conclusion?

If the same conclusion would no longer be defensible, the change is not merely logistical. The scientific question has moved.

Do not preserve the wording while changing what the study actually investigates

A particularly troublesome compromise occurs when researchers change the participants but leave the original research question untouched.

For example, a question about “experienced secondary-school teachers” remains written exactly that way while the sample gradually expands to include preservice teachers because they are easier to recruit. The methods and question now refer to different populations.

If the accessible population changes the phenomenon being investigated, revise the question explicitly. Methodological coherence is more important than preserving an attractive sentence from the original proposal.

Feasibility can legitimately shape a research question

Research questions do not emerge independently of what can be studied. Time, measurement, ethics, data availability, participant access, and resources all constrain what evidence can realistically be obtained.

A feasible question is not necessarily a less ambitious question. It is one whose scope is aligned with the evidence that the researcher can responsibly obtain. This is part of assessing whether a research question is feasible rather than merely interesting.

The danger lies at both extremes. One extreme is refusing to revise an impossible question. The other is allowing convenience to determine the question so completely that the study loses its original scientific rationale.

Changing the question may be better than pretending the substitute population is equivalent

If no realistic route reaches the ideal population and a more accessible population would meaningfully alter the study, explicitly changing the research question may be the more rigorous choice.

You might narrow the question to the population you can genuinely study, investigate a related mechanism, conduct an exploratory study in the accessible group, or frame the work as preliminary evidence rather than making claims about the inaccessible population.

What matters is transparency between the question, population, evidence, and intended inference.

Watch Out

Do not keep the original population in the title, objectives, or research question while recruiting a materially different population simply because it is available. If the substitution changes what your evidence can support, the research question and intended claims should change with it.

04 · A Practical Example

When losing the ideal site does not require abandoning the question

Hypothetical Example

A study of AI-assisted assessment among university faculty

A researcher wants to investigate how university faculty members who use generative AI in assessment evaluate concerns about fairness and academic integrity. The initial plan depends on recruiting faculty from one large university.

The original site becomes unavailable The university declines to distribute recruitment materials to faculty.
The scientific requirement is identified The question does not depend specifically on that university. It requires faculty who have relevant experience using generative AI in assessment.
The same population is sought elsewhere The researcher investigates several other universities and appropriate professional networks that can legitimately reach faculty with the required experience.
The question is preserved If those routes provide a suitable sample, the original scientific question may require little or no substantive change even though the recruitment plan changes considerably.
A more drastic substitution is rejected Recruiting only undergraduate students because they are easier to reach would not preserve a question about faculty members' assessment decisions.

The lesson is not that populations can always be replaced. It is that losing one route to the population should not be confused with losing the population itself.

05 · What Researchers Often Get Wrong

A feasible substitute is not automatically a scientifically equivalent substitute

Misconception

“If my ideal site says no, I need a new research question.”

Not necessarily. If the site is not conceptually central, another site or recruitment channel reaching the same scientific population may preserve the question.

Misconception

“Changing the population is only a recruitment decision.”

The population determines what observations are collected and what claims those observations can support. A substantive population change can therefore alter the research question, interpretation, and scope of inference.

Misconception

“A similar population is close enough.”

Similarity must be judged in relation to the phenomenon under investigation. Two groups may share demographic or occupational labels while differing on precisely the experience, exposure, context, or mechanism that matters to the question.

Misconception

“Changing the question means the original idea failed.”

No. Feasibility assessment is part of study development. Revising a question in response to genuine constraints can produce a more coherent study than retaining a question that the available evidence cannot answer.

Misconception

“It is better to keep the ambitious question and acknowledge the sample limitation later.”

A limitation statement cannot repair a fundamental mismatch between the question and the population studied. If the data cannot answer the stated question, the issue belongs in the design stage rather than being deferred to the discussion section.

06 · What This Means for You

Change only as much of the study as the access problem requires

When the ideal population becomes inaccessible, move from the least scientifically disruptive response to the most substantial redesign. This helps preserve the original purpose without pretending that every substitution is equivalent.

A simple decision framework

If another recruitment channel reaches the same target population
Change the recruitment method and retain the question, while considering any sampling implications.
If another suitable site contains the same scientifically relevant population
Change or add sites before changing the population.
If another source of evidence can answer the same question validly
Consider changing the design or data source while preserving the substantive question.
If only a meaningfully different population is accessible
Determine what claims that population can support and revise the research question if necessary.
If the phenomenon cannot be studied adequately without the inaccessible population
Consider postponing, reframing, or replacing the study rather than collecting convenient data that cannot answer the intended question.

The objective is not to protect the original wording at all costs. It is to protect alignment among the research question, population, evidence, and conclusions.

Before changing the research question, check what actually needs to change

When the ideal population is inaccessible, check:
Identify why the original population is scientifically relevant to the question.
Determine whether the problem is the population itself or merely the original recruitment site or channel.
Investigate legitimate alternative routes to the same target population before substituting another group.
Ask whether another site can provide the required population without changing the phenomenon under study.
Consider whether an alternative data source can genuinely answer the same question.
Compare the accessible and ideal populations on characteristics directly relevant to the research question.
Ask whether the same conclusions would still be defensible after the proposed substitution.
Revise the question explicitly if the population change alters what the study can legitimately claim.

Questions about revising a study when the ideal population is inaccessible

Does changing the recruitment site change my research question?

Not necessarily. If the site itself is not scientifically important and the new site provides the population and context required by the question, the substantive question may remain intact. Site differences should still be considered when they could influence the phenomenon or interpretation.

Can I use a more accessible population and list it as a limitation?

Only if that population can still provide evidence relevant to the stated question. A limitation statement can acknowledge restricted generalizability or sampling constraints, but it cannot make evidence from a substantively different population answer a question it was not designed to address.

Should students choose easier populations for their research?

Feasibility deserves serious consideration in student research because time and resources are often constrained. However, accessibility should be considered while developing the question, not used later to justify a population that does not fit it. A narrower question about an accessible and scientifically appropriate population is often stronger than an ambitious question paired with an unsuitable sample.

What if my supervisor wants me to keep the original question despite access problems?

Make the feasibility problem explicit using evidence: what access is required, what routes have been explored, what recruitment yield is plausible, and how the available alternatives would affect the question. This turns the discussion from preference into a methodological decision about whether the proposed evidence can answer the stated question.

Can I broaden my population instead of changing the whole question?

Possibly. Broadening may be defensible when the narrower restriction is not central to the phenomenon or intended inference. If broadening introduces people with materially different experiences or characteristics relevant to the question, the question and interpretation may need revision.

When should I abandon the original population entirely?

Consider doing so when credible recruitment routes have been explored and the required population remains inaccessible within the study's ethical, temporal, and resource constraints. Before substituting another population, determine whether the resulting study remains scientifically worthwhile and formulate the question around what that population can actually tell you.

An inaccessible ideal population does not automatically require a new research question. First try to preserve the scientific question through another legitimate recruitment route, site, or evidence source that still provides the population and information the question requires.

If no realistic route exists and the only feasible population would materially change what the study can investigate, revise the question explicitly. A narrower but answerable question is methodologically stronger than retaining an ambitious question that the available participants cannot actually answer.
